The history of Winona dates back to when it was founded as a settlement in 1846. During this time, it served as a trading post and stagecoach stop for travelers heading west on the old Jefferson-Marshall Road. In 1871, the town was officially incorporated and named after a local doctor’s daughter who had recently passed away.

Winona operates under a Mayor-Council form of government with an elected mayor and five council members representing each of the five wards within the city limits. The city has its own police force that works to keep crime rates low and ensure safety for citizens.
